The problem was that I had not pressed the "import" button after making the entries into the form.
A suggestion: I think it would be a good idea to mention that important last step in the manual, and also to change the "import" button to read "save to ...

I've tried using FSiPanel to position several aircraft that were configured with the custom aircraft config, since FSiPanel does not recognize them. I set the vector speed to 160, and the final speed to 140 in the custom config menu that comes up when FSiPanel is first started ...
