(**UPDATED**) Can’t Get Managed Altitude Working on Long Final (12nm) on ILS8 at KPHX

SITUATION:
Why does my heading show 78 deg and a dot (managed mode), and my altitude seems to be in managed mode, yet it shows 4700’ with V/S? Speed is displayed as “ - - - ”

I am using FSUPanel and it drops me into a long (12nm) ILS08 final at KPHX at 4700’. On my PFD, I am at full right declination.

QUESTIONS:
1. Why can’t I just push (UP) on my heading knob and get it to go back to “- - - ” from ”078 ? “
2. The altitude appears to be stuck in some form of hybrid managed V/S as it shows “4700 +2100” and I just want to get it back to “4700- - - - -“? Why can’t I just push (UP) and get managed “4700- - - - -“?
3. Coming out of setup, if you look at the PFD longitudinal declination it is full right. Since I am on heading 078, why does my enabling AP1 not result in changing the heading to - - - and the altitude to 4700 - - - - -?

78 degrees seems correct for the ILS 08, isn't it ?
Speed is in managed mode during the approach if you have the option enabled, pull the speed knob to go back to selected speed if needed.
